    Yes, HID bulbs in stock housing scatter the light everywhere, including other drivers' eyes. I strongly recommend getting some retrofits asap. It's pricey, yes, but you won't regret it.

    It should settle a bit. I added 5100s and OME 887 coils to mine and got a full 4", but I've heard they can settle up to an inch lower over the next month.
