On my rear left wheel well is this part which looks like something you would attach a mud flap to, but are they that long? It is metal. Do I need to get 3 more of these if I am installing some mud flaps on the taco? If so, What is this part called?

After looking at another thread with pics it became clear, yes, they are part of the mud flaps, the upper metal half. Just a little confusing they left this one part on the whole truck. Thanks guys....
