Why vents/slots on the inside of one front fender but not the other?

    Help please. The $15 aftermarket fender liners do not have the vents. The $100 OEM liners have vents. My liner is off and I am getting water in my fog light. I don't think that this is a coincidence. If I want to prevent/minimize the amount of water hitting the back side of my fog light, I think that the cheaper non-vented fender liners are the way to go. Can I get some opinions please. I need an urgent answer as my '07 is having the frame replacement on Wednesday (4 day project). And this item is on the list of things to fix. Thanks.
