Winch or lift kit or both

Okay, after hours upon hours of combing threads, I feel like I know less than when I started...which is bad.

The problem is that I want to install my winch on my truck and lift my truck all within my $1000 budget. After reading, I can't just buy a bumper and mount it. Apparently, my tacoma's stock suspension won't handle the extra weight without riding like crap.... I also want to lift my truck around 2.5" (I don't want to mess with the diff drop or UCA's, so no higher than 2.5").

Questions:
1. Why the crap will my Tacoma's suspension not handle the extra weight, but my old Chevy S10 Zr2 handled it just fine mounted to a Warn Trans4mer bumper? I put 100K miles on that truck's stock suspension with the winch mounted.

2. Will the $650 Billie package with the Eibach springs from Toy Tec handle a winch? If so, I could get ~ 2.5" in the front AND be able to mount my winch for around $1000. Here's that package:

I don't guess I need a response to this after all. Going to sell my winch and not worry about it.
