Wiper Delay

    1997 Tacoma SR5
    I have a 1997 Tacoma SR5, the wiper delays do not work. When i turn them on they come on like I put them on low, and when i shut them off i have to time it just right when they are down to turn them off.

    Any idea what could be the problem.
