My frame has just the slightest amount of rust on it as seen below with the picture attached. Yes that’s a small picture, but that’s what it looks like at worst

Get some fluid film. Get the 360 nozel. You can find on Amazon. Spray the bajeebus out of the frame. INSIDE and out. It will stink but - it will protect what you have so far. Doesn't look bad now but rust likes to creep around and get you when you are not looking.

Should I get that very minor surface rust off first somehow?

looks like surface rust to me. A coat of fliud film and you are good to go. If you have a compressor, a shot of compressed air to get any dirt off before applying fluid film won't hurt but you don't need to remove the rust. There is no problem spraying over a little surface rust like this

Give it a good wash down preferably pressure wash with degreaser. When dry coat it inside and out with Corroseal, top coat with rust preventive enamel and keep it coated INSIDE and out with fluid film.

Just wash it down well. Let it dry. Spray that stuff on liberally. It will dry to a waxy like substance. If you don't want your driveway covered in that smelly shiz might want to do it in gravel or a piece of cardboard.

i am near the point of driving the 'short' distance to Plano TX with a bed full of calcium chloride, plugging the holes in my frame and filling 'er up and standing at attention to let them see it just rot away from the inside right in front of them and see if they will help me then to figure this out!

i took personal responsibility from day 1 to the best of my limited knowledge to protect my truck from the winter elements
