Dunes and hills? I’d start by getting a 4wd.

This was my previous Toyo, a '94, TRD 4WD, and also the last time I went to the dunes. Wife and I took it for a spin in the sand, arrived a berm and the passenger rear sunk in, which lifted the driver's front out of traction range. I was in 4WD low, and it just sunk, and kept digging deeper. It was pretty embarrassing, a 4WD and stuck in the sand. Fortunately there was enough tumbleweeds and scraps of branches that we could stuff it under the PR and DF tires and inch it out.

The problem was that even though it had working 4WD, this version did not have a diff lock. The loose tires just spun wild. Your problem is always going to be that there will never be enough weight in the rear to get traction no matter what tires you put on it. I don't know if you can get a diff lock installed on a 2WD, but probably not. Your best bet is to load up the bed with a few hundred pounds of sand bags, it might help but no guarantee and will cost a lot less than throwing money at things that won't help you anyway.
